SUMMARY:Accelerated development: A new era for health and life science cooperation with the Global South? Public S|B (Sector Day) conference
DESCRIPTION:In Brussels and online \nAbout the theme:  Among the issues that the COVID-19 pandemic brought to the surface\, global cooperation in health research emerged as an essential requirement – from concerted surveillance of emerging infectious diseases and drug manufacturing\, to knowledge transfer\, data sharing and biodiversity protection. Beyond pandemic preparedness\, the need for a broader\, structural and sustainable North-South partnership has now become obvious. In addition\, the health sector’s digitalisation rush and the growing importance of AI offer enormous opportunities to deepen North-South partnerships. Moving forward\, the key questions are where to prioritise in terms of funding\, programmes and R&I domains\, and how to ensure a coordinated approach? \nFeatured guests:  On 25 June\, we will bring together key representatives from international bodies\, EU institutions\, national governments\, research and industry to discuss the steps needed to crystallise a new era for North-South cooperation in health and life sciences.  Confirmed speakers include Michael Makanga\, Executive Director\, European & Developing Countries Clinical Trials Partnership (EDCTP); Ole Petter Ottersen\, Acting Secretary General\, The Guild & former President\, Karolinska Institutet; Irene Norstedt\, Director ‘People’\, DG RTD\, European Commission; Marleen Temmerman\, Director ‘Women’s Health’\, Faculty of Health Sciences – Aga Khan University Hospital; Srini Kaveri\, Director of India Office\, CNRS; Hilary Hanahoe\, Secretary General\, Research Data Alliance; Mario Reale\, Senior Research Engagement Officer at GÉANT\, Glaudina Loots\, Director for Health Innovation\, South Africa Department of Science and Innovation; and Rajendra Pratap Gupta\, Chairman – Dynamic Coalition on Digital Health\, United Nations’ Internet Governance Forum. \nHow to engage:  While the speaker line-up is essentially complete\, we now look to our Network members to inform and inspire the wider debate on the most effective ways forward!  As such\, we would be grateful if you could share details of the event with relevant faculty leads\, and/or let us know if you wish to recommend specific colleagues for us to invite. \nNB: as with all S|B Network events\, each member is allowed one participant in person – but an unlimited number of additional colleagues can follow the proceedings as online observers. For both options\, registrations are open at the following link.

SUMMARY:What’s on the Horizon? Framing the next 40 years of European R&I
DESCRIPTION:   \n\n\n\nIn 2024\, the EU will reach an important milestone: the 40th anniversary of the launch of its first Framework Programme (FP) for research. On the occasion of its annual Network conference\, Science|Business – which will more modestly celebrate 20 years of its own existence – will convene international leaders from across the science\, technology and innovation spectrum to take stock of what the FPs have delivered to date\, analyse their impact on Europe and on global R&D cooperation\, and discuss future directions for the EU in science and technology.   \nAmong the central themes to be addressed: As the EU institutions and member-states begin their deliberations on what will succeed Horizon Europe\, how should the Framework Programme evolve in its 10th edition\, and is the current approach the best in the long run? Is Europe ready to invest what it takes to remain a global leader in critical technology domains? Can policy and regulation keep pace with breakthrough science and drive innovation in industrial R&D ecosystems? What will the world look like 40 years from now\, and what will be the role of science and technology in ensuring the planet remains a safe\, clean and healthy place to live? And given current geopolitical trends\, how to ensure that the world continues to work together on R&I and not follow divergent paths?    \nOn February 12-13\, join us in Brussels and online – along with past\, current and possibly future architects of the Framework Programme – for a celebration of the EU’s journey to date\, and more importantly a forward-looking exploration of what the next four decades may hold.

SUMMARY:1st European Science Diplomacy Conference – Towards a European Approach to Science Diplomacy
DESCRIPTION:In view of the increasing complexity and interconnectedness of global challenges\, pressures on global commons\, the impact of emerging technologies\, and not least the Russian war of aggression against Ukraine\, science diplomacy plays an ever-greater role\, also in view of the EU’s open strategic autonomy and technological sovereignty. \nIn light of this\, it is essential to mobilise all available tools for the EU to achieve its goals and defend its interests in a coordinated way to enhance the impact of the EU’s actions at the global level. In this regard\, the Global Approach to Research and Innovation\, Europe’s strategy for international cooperation in a changing world also highlights a stronger focus on science diplomacy. \nIn its conclusions on the Global Approach\, and on the future governance of the European Research Area (ERA)\, the Council called for the development of a European Science Diplomacy Agenda. Consequently\, discussions on science diplomacy are ongoing\, both at institutional level and with relevant stakeholders\, with a view of developing a framework for European Science Diplomacy. \nThe conference organised by the Spanish Presidency of the European Council together with the European Commission has the following objectives: \n– Taking stock of the development of the European Framework for Science Diplomacy;\n– Progressing the draft framework and discussing the way ahead;\n– Offering space for dialogue\, co-creation and participation by a broad range of stakeholders and fostering science diplomacy outreach\, also beyond the EU;\n– and enhancing motivation amongst science diplomacy actors to get actively involved and creating visibility for the ongoing process. \nThe conference will also be the occasion to celebrate the 5th anniversary of the Madrid Declaration on Science Diplomacy\, which has been endorsed by over 200 experts since its adoption in December 2018. \nMore info here.

SUMMARY:CHIPS meets Chips: Transatlantic cooperation in semiconductor research Private S|B event in partnership with the Center for Strategic and International Studies
DESCRIPTION:   \n\n\n\nIn the fast-evolving semiconductor landscape\, the United States and the European Union have embarked on substantial initiatives to bolster their semiconductor industries. With planned investments of $52.7 billion in the US through the CHIPS & Science Act and €43 billion in the EU with the Chips Act\, there is great potential for groundbreaking research\, innovative technologies\, advanced fabrication\, and transformative applications. There is also great potential in trans-Atlantic collaboration. Our high-level conference aims to clarify the goals and challenges of these programmes while also exploring how these ambitious initiatives can complement one another. \nEnhanced cooperation is not without its challenges\, including differing programme regulations\, political objectives\, and industry capabilities. Nevertheless\, the dividends of trans-Atlantic cooperation are potentially immense—greater technological progress\, heightened efficiencies\, reduced costs\, more secure supply chains\, and strengthened trade and diplomatic ties. Many companies and research institutions\, spanning both sides of the Atlantic\, recognise these potential benefits and are actively exploring collaborative opportunities. \nOur event\, jointly organised by Brussels-based Science|Business news service and the Center for Strategic & International Studies (CSIS)\, one of America’s leading policy research institutions\, offers a unique platform to discuss these opportunities publicly. Bringing together stakeholders from industry\, academia\, and government \, this conference will be broadcast live from Brussels\,  reported on by the Science|Business news service and followed up with a policy paper from CSIS. \nOur goal is to highlight the need and opportunities inherent in greater cooperation and begin an ongoing transatlantic dialogue that brings together European and Americans from industry\, academia\, and policymakers in this crucial enabling technology.

SUMMARY:Strategies for R&D resilience in shifting security paradigms Public S|B Widening conference
DESCRIPTION:   \n\n\n\nThe world of science is changing fast as geopolitical tensions between east and west intensify. Science and technology organisations are less open to the world since Russia started the war in Ukraine\, and China and the US engaged in a technology standoff. \nThis conference aims to provide insightful discussions on how security and defence developments profoundly impact research and development in the EU’s so-called Widening countries\, and what policy responses are needed in order to safeguard the future of R&D in this region and beyond. \n\nEvolving Needs: The Widening countries\, located primarily in central and eastern Europe\, face significant threats to their research and development sectors. Not only could we see a diversion of resources towards defence spending in general\, but the R&D investments could also be routed in that direction. There’s also the pressing concern that the costs of research will increase\, as cybersecurity breaches and other security challenges could require investments to fortify research infrastructures. This happens across the EU\, but the impact is asymmetric in countries with below 70% of the EU GDP.\nHistorical and Geographic Insights: The history and geographic position of the Widening countries play a pivotal role in addressing these new challenges. The region\, with its rich historical context\, has often been at the crossroads of major global events. It has unique insights to offer\, borne out of its past experiences in dealing with both security threats and opportunities. Furthermore\, given the region’s proximity to these new areas of conflict\, it now finds itself on the frontline of emerging security challenges. This places the region in a prime position to gain first-hand experiences and a more acute understanding of these new threats. By leveraging its historical insights and frontline perspective\, the region can contribute valuable knowledge to addressing security challenges across the EU.\n\nOur conference seeks to bring together experts and stakeholders from both within and outside the region to explore this dynamic landscape. Together\, we aim to debate policies and strategies for adapting to the new geopolitical circumstances and shape the future of R&D in the face of growing security and defence threats across the EU.

SUMMARY:Co-Designing Diamond Open Access Recommendations and Guidelines for Research Funders\, Sponsors\, and Donors
DESCRIPTION:Science Europe is organising a co-design process to develop Diamond Open Access recommendations and guidelines for research Funders\, Sponsors\, and Donors (FSDs). As diamond open access initiatives gather momentum\, this co-design process is a timely opportunity for FSD experts to come together and discuss how they can provide effective financial support for diamond open access. \nThis meeting will provide a briefing on the development of diamond open access developments in Europe and beyond\, discuss opportunities and challenges for FSDs\, and have a first exchange on co-designing recommendations and guidelines. Two or more workshops will be organised starting in early 2024. Draft recommendations and guidelines will be used to engage FSD leadership in the second half of 2024. Final recommendations and guidelines will be published in March 2025. \nRegistration is available through the ‘Registration’ link above. The co-design process is open to FSDs in Europe. Although Science Europe represents 41 public research funding and performing organisations in 30 countries\, this process is explicitly also open to non-Science Europe members. \nThis co-design process is focussed on research funding organisations. Separate co-design processes for universities and other research performing organisations and policy makers will be organised by the European University Association and OPERAS. \nRegister here.

SUMMARY:Health & Life Science Sector Day – Health innovation and the future of medicines development Public S|B conference
DESCRIPTION:In April this year\, the European Commission issued its proposals for a comprehensive revision of the EU’s basic pharmaceutical legislation. Reflecting key lessons learned from COVID\, the proposals seek to create  an “innovation-and competitiveness-friendly” landscape in Europe for biomedical research and medicines development\, while ensuring greater resilience and autonomy in the event of future health crises and addressing the sector’s environmental footprint.   \nYet various R&D stakeholders are concerned that – in trying to strike a balance between myriad public and private sector interests – the Commission could inadvertently achieve the opposite. For example\, shortening EU patent protection on new therapeutics is intended to boost patient access to medicines\, but could persuade pharmaceutical companies\, scientists and investors to prioritise other regions to develop and commercialise breakthrough innovations in the future. Under such a scenario\, Europe’s whole health and life sciences community is likely to feel the chill\, with fewer resources over time to sustain its historical excellence in fundamental research\, international cooperation platforms\, and global scientific leadership. Both pharmaceutical and medical technology companies are closely watching the EU’s actions on data sharing. \nWhat ultimately emerges in terms of new directives and regulation will have a direct impact on pharmaceutical and medical technology R&D ecosystems everywhere – not just in terms of corporate investment and production planning\, but also attractiveness to venture capital\, public-private partnerships and top research talent\, among others. And perhaps more importantly\, it may influence Europe’s readiness to provide global leadership – both scientific and political – when the world is confronted with its next urgent health crisis.  \nOn 15 November\, the S|B Health & Life Sciences Day will therefore take as its central theme health innovation and the future of medicines development. It will explore the state of play at the interface between healthcare legislative and regulatory agendas and their R&D equivalents. It will also feature expert roundtables and debates on specific challenges and opportunities that will influence the next era of research-industry collaboration\, including issues such as data access and sharing across borders\, and the wider implications for health and life sciences in Europe. \nParticipants profiles \n\nScience: Vice-rectors\, deans of faculty\, heads of department\, institute\, or lab\, and senior researchers\nIndustry: R&D executives overseeing key projects\, pipelines and partnerships\, EU and Government Affairs teams\nPolicy: Key representatives from European institutions\, national ministries\, innovation agencies and international organisations
