DESCRIPTION:As holder of the current presidency of the Council of the European Union\, Belgium will host the sixth meeting of the TTC on 4 and 5 April in the university town of Leuven. \nTTC\nThe EU-US Trade and Technology Council was founded in June 2021 and serves as the foremost platform for transatlantic cooperation on trade and technology. \nThe meetings are traditionally co-chaired by EVPs Valdis Dombrovskis and Margrethe Vestager\, as well as US Secretary of State Antony Blinken\, US Trade Representative Katherine Tai and US Secretary of Commerce Gina Raimondo. Previous editions were held in Pittsburgh\, Paris\, Washington DC\, Lulea and Washington DC again. \nThe program\nPreliminary activities and side-meetings are foreseen on 4 April\, with the formal conference taking place in the morning of 5 April. The formal meeting is followed by a press conference\, concluding the official program of the TTC. A more detailed overview of the program will be released in due course.

It will take stock of the ambitious goals set out in the EU Green Deal and the Sustainable and Smart Mobility Strategy. \n\n\n\n\n\n\n \n\nThe revised trans-European transport network (TEN-T) Regulation\, with the launch of nine new European Transport Corridors and a revamped governance system led by eleven European TEN-T Coordinators\, will be a central point of the discussions\, as will the future of infrastructure funding and financing. Participants will also address the question of infrastructure climate resilience. \nThreats to transport connectivity\, including Russia’s ongoing aggression against Ukraine\, have repeatedly put the functioning of the EU Single Market at risk in recent years. SUMMARY:Meeting - Networking Cocktail: "Impulse to Clean Power for Transport"
DESCRIPTION:This networking cocktail is a side event of the Connecting Europe Days\, Europe’s mobility flagship event\, on 2-5 April in Brussels\, Belgium\, that will bring together politicians\, financial institutions\, industry representatives\, transport stakeholders and the European Commission to discuss concrete measures and exchange good practices on creating a fully decarbonised\, resilient\, seamless and digital transport and mobility network in Europe. It will take stock of the ambitious goals set out in the EU Green Deal and the Sustainable and Smart Mobility Strategy. \nFollowing the adoption of the alternative fuels infrastructure regulation (AFIR) in 2023\, more user-friendly recharging and refuelling stations for alternative fuels will be deployed in the coming years across Europe enabling the transport sector to significantly reduce its carbon footprint. While the way to go and strategy for deployment is clear in a number of countries\, already reflected in substantial market progress\, there are still a number of challenges to tackle in order to meet the targets as set by AFIR Europe-wide and even go beyond those ambitions where the needs are higher. We need to prevent infrastructure bottlenecks to be a determining factor in our pathway to success towards greening transport\, while increasing efficiency\, shifting flows to more environmentally friendly modes and avoiding trips all together. All these pieces of the puzzle need to fall into place to reach a successful multimodal and sustainable mobility ecosystem! \n\n\n\nThe Flemish Government\, as part of the Belgian EU Presidency\, organizes this event to give a powerful impulse to clean power for transport and activate the network at the start of the Connecting Europe Days. The minister of Mobility and Public Works will open the session with an introduction on Flemish policies and outlooks on clean power for transport. A lively panel debate on the subject including international speakers will be followed by a cocktail reception and walking diner to get an informal discussion going between the participants. To end the night\, the Flemish Government offers a nocturnal guided tour of the venue\, the Brussels Centre for Fine Arts (BOZAR)\, with an exhibition celebrating 100 years of surrealism\, Belgium’s famous avant-garde movement that goes beyond the purely aesthetic and wants to transform the world with their subversive art\, also through international interactions. DESCRIPTION:At the end of January 2024\, the European Commission published a White Paper on options for enhancing support of Research and Development (R&D) of technologies with dual-use potential. This is a part of a larger package designed to enhance the EU’s economic security\, while upholding “the openness of trade\, investment and research” for the EU’s economy. \nThe White Paper launches a public consultation where the stakeholders are asked to share their views on how dual use research should be handled in the future FP10. \nThe three options can be summarised as:  \ni) Building upon the current approach established under Horizon Europe\,\nii) Removing the exclusive focus on civil applications in selected parts of the successor program to Horizon Europe\,\niii) Creating a dedicated instrument with a specific focus on R&D with dual-use potential. \nThe public consultation allows a comprehensive dialogue with stakeholders that should reflect on aspects like:  \nWhat are the challenges and opportunities related to increased focus on dual-use research and how can the related consultation impact the successor programme to Horizon Europe? \nWhat are the implications for researchers and innovators from civil or defense domains\, and how can the EU foster open and safem research cooperation among research organisations? DESCRIPTION:In a move towards the simplification of R&I grant implementation\, the EC has introduced (among other measures) lump sum funding in Horizon Europe. While the original intention was to reduce administration and financial errors\, the launch of the methodology was hampered by real-life circumstances. The energy crisis and the subsequent inflation in costs of living have shadowed the changes the EU Commission was planning to bring about\, with some stakeholders casting doubts on the benefits of lump sum funding. Science|Business will dive into the formalities of the process in this Network members-only webinar\, trying to shed light on the future of the mechanism.

SUMMARY:CoARA National Chapters Exchange Forum
DESCRIPTION:National Chapters are critical in fostering collaboration among national CoARA member organisations and supporting them in their implementation of the commitments outlined in the Agreement on Reforming Research Assessment.\nFor the first time\, high-level representatives of National Chapters and interested parties in setting up a CoARA National Chapter\, are coming together at the CoARA National Chapters Exchange Forum in Porto\, Portugal on February 22-23\, 2024. The upcoming forum is organised in collaboration with INESC-TEC\, FCT\, University of Minho\, and Science Europe. With the National Chapters Exchange Forum a platform is created to facilitate knowledge sharing among county-specific CoARA communities of practice. \nThe CoARA National Chapters Exchange Forum is set to cultivate a dynamic exchange of insights and experiences among representatives of existing and prospective CoARA National Chapters along topics such as local contexts and motivations for initiating a chapter\, reflections on challenges and good practices\, and fostering a multilingual CoARA. Objectives of the National Chapters Exchange Forum are to explore collaboration potentials and possibilities of building synergies; as well as to collectively respond to open questions around the design of National Chapters and inspire CoARA members in countries without a National Chapter to initiate one. \n  \nForming country-level communities of practice to implement CoARA\nCoARA member organisations follow a shared direction and a collective commitment to the principles of the reform. However\, the success of implementing these principles hinges on a nuanced understanding of the diverse geographical\, regional\, institutional\, and disciplinary contexts in which CoARA member organizations are situated. Despite a shared direction and shared core commitments\, the “one size doesn’t fit all” approach carries a special relevance and value in putting their practical commitments to the reform in practice.\nNational Chapters are specifically geared towards assisting CoARA member organisations in implementing the shared direction of the reform and its core commitments outlined in the Agreement on Reforming Research Assessment within a national or regional context. \nInitiated by CoARA members\, the establishment of National Chapters is a voluntary endeavour\, and any CoARA member from the respective country is invited to participate in the call for their National Chapter. Over a two-year timeframe\, National Chapters are entrusted with the responsibility of developing specific outputs that contribute to the comprehensive implementation of the Agreement within their national context(s). Their mandate goes beyond existing efforts in the country\, emphasising inclusivity by involving at least half of the national CoARA member organisations. \nTo ensure a broader spectrum of participation\, mechanisms are established to allow organisations\, both within and outside CoARA\, to contribute to and benefit from the National Chapter. Essential to the success of National Chapters is a commitment to sharing lessons learnt with other chapters and fostering synergies with relevant CoARA Working Groups. This collaborative approach strengthens the impact of CoARA’s mission on responsible research assessment practices.\nSo far\, 12 countries formed National Chapters: and three prospective Chapters are currently being proposed or are under evaluation. DESCRIPTION:   \n\n\n\nIn 2024\, the EU will reach an important milestone: the 40th anniversary of the launch of its first Framework Programme (FP) for research. On the occasion of its annual Network conference\, Science|Business – which will more modestly celebrate 20 years of its own existence – will convene international leaders from across the science\, technology and innovation spectrum to take stock of what the FPs have delivered to date\, analyse their impact on Europe and on global R&D cooperation\, and discuss future directions for the EU in science and technology.   \nAmong the central themes to be addressed: As the EU institutions and member-states begin their deliberations on what will succeed Horizon Europe\, how should the Framework Programme evolve in its 10th edition\, and is the current approach the best in the long run? Is Europe ready to invest what it takes to remain a global leader in critical technology domains? Can policy and regulation keep pace with breakthrough science and drive innovation in industrial R&D ecosystems? What will the world look like 40 years from now\, and what will be the role of science and technology in ensuring the planet remains a safe\, clean and healthy place to live? And given current geopolitical trends\, how to ensure that the world continues to work together on R&I and not follow divergent paths?    \nOn February 12-13\, join us in Brussels and online – along with past\, current and possibly future architects of the Framework Programme – for a celebration of the EU’s journey to date\, and more importantly a forward-looking exploration of what the next four decades may hold.

Meanwhile\, Europe’s large-scale industry-led initiatives have become leviathans\, with SMEs and others struggling to access them. So is there a better way to organise public-private cooperation than partnerships\, and what else could revitalise corporate R&I? \nWorkshop 6: The international problem \nWith geopolitical tensions rising\, strategic autonomy has become a policy meme in Brussels – yet the EU is also seeking new Framework agreements with countries far from Europe. SUMMARY:1st European Science Diplomacy Conference – Towards a European Approach to Science Diplomacy
DESCRIPTION:In view of the increasing complexity and interconnectedness of global challenges\, pressures on global commons\, the impact of emerging technologies\, and not least the Russian war of aggression against Ukraine\, science diplomacy plays an ever-greater role\, also in view of the EU’s open strategic autonomy and technological sovereignty. \nIn light of this\, it is essential to mobilise all available tools for the EU to achieve its goals and defend its interests in a coordinated way to enhance the impact of the EU’s actions at the global level. In this regard\, the Global Approach to Research and Innovation\, Europe’s strategy for international cooperation in a changing world also highlights a stronger focus on science diplomacy. \nIn its conclusions on the Global Approach\, and on the future governance of the European Research Area (ERA)\, the Council called for the development of a European Science Diplomacy Agenda. Consequently\, discussions on science diplomacy are ongoing\, both at institutional level and with relevant stakeholders\, with a view of developing a framework for European Science Diplomacy. \nThe conference organised by the Spanish Presidency of the European Council together with the European Commission has the following objectives: \n– Taking stock of the development of the European Framework for Science Diplomacy;\n– Progressing the draft framework and discussing the way ahead;\n– Offering space for dialogue\, co-creation and participation by a broad range of stakeholders and fostering science diplomacy outreach\, also beyond the EU;\n– and enhancing motivation amongst science diplomacy actors to get actively involved and creating visibility for the ongoing process. \nThe conference will also be the occasion to celebrate the 5th anniversary of the Madrid Declaration on Science Diplomacy\, which has been endorsed by over 200 experts since its adoption in December 2018. \nMore info here.

DESCRIPTION:   \n\n\n\nIn the fast-evolving semiconductor landscape\, the United States and the European Union have embarked on substantial initiatives to bolster their semiconductor industries. With planned investments of $52.7 billion in the US through the CHIPS & Science Act and €43 billion in the EU with the Chips Act\, there is great potential for groundbreaking research\, innovative technologies\, advanced fabrication\, and transformative applications. There is also great potential in trans-Atlantic collaboration. Our high-level conference aims to clarify the goals and challenges of these programmes while also exploring how these ambitious initiatives can complement one another. \nEnhanced cooperation is not without its challenges\, including differing programme regulations\, political objectives\, and industry capabilities. Nevertheless\, the dividends of trans-Atlantic cooperation are potentially immense—greater technological progress\, heightened efficiencies\, reduced costs\, more secure supply chains\, and strengthened trade and diplomatic ties. Many companies and research institutions\, spanning both sides of the Atlantic\, recognise these potential benefits and are actively exploring collaborative opportunities. \nOur event\, jointly organised by Brussels-based Science|Business news service and the Center for Strategic & International Studies (CSIS)\, one of America’s leading policy research institutions\, offers a unique platform to discuss these opportunities publicly. Bringing together stakeholders from industry\, academia\, and government \, this conference will be broadcast live from Brussels\,  reported on by the Science|Business news service and followed up with a policy paper from CSIS. \nOur goal is to highlight the need and opportunities inherent in greater cooperation and begin an ongoing transatlantic dialogue that brings together European and Americans from industry\, academia\, and policymakers in this crucial enabling technology.

SUMMARY:Strategies for R&D resilience in shifting security paradigms Public S|B Widening conference
DESCRIPTION:   \n\n\n\nThe world of science is changing fast as geopolitical tensions between east and west intensify. Science and technology organisations are less open to the world since Russia started the war in Ukraine\, and China and the US engaged in a technology standoff. \nThis conference aims to provide insightful discussions on how security and defence developments profoundly impact research and development in the EU’s so-called Widening countries\, and what policy responses are needed in order to safeguard the future of R&D in this region and beyond. \n\nEvolving Needs: The Widening countries\, located primarily in central and eastern Europe\, face significant threats to their research and development sectors. Not only could we see a diversion of resources towards defence spending in general\, but the R&D investments could also be routed in that direction. There’s also the pressing concern that the costs of research will increase\, as cybersecurity breaches and other security challenges could require investments to fortify research infrastructures. This happens across the EU\, but the impact is asymmetric in countries with below 70% of the EU GDP.\nHistorical and Geographic Insights: The history and geographic position of the Widening countries play a pivotal role in addressing these new challenges. The region\, with its rich historical context\, has often been at the crossroads of major global events. It has unique insights to offer\, borne out of its past experiences in dealing with both security threats and opportunities. Furthermore\, given the region’s proximity to these new areas of conflict\, it now finds itself on the frontline of emerging security challenges. This places the region in a prime position to gain first-hand experiences and a more acute understanding of these new threats. By leveraging its historical insights and frontline perspective\, the region can contribute valuable knowledge to addressing security challenges across the EU.\n\nOur conference seeks to bring together experts and stakeholders from both within and outside the region to explore this dynamic landscape. Together\, we aim to debate policies and strategies for adapting to the new geopolitical circumstances and shape the future of R&D in the face of growing security and defence threats across the EU.

DESCRIPTION:EC-DG RTD\, with the support of ERA-LEARN\, is organising the second edition of the Partnership Stakeholder Forum in Brussels. The event will bring together the whole community of European Partnership stakeholders to discuss policy and practical aspects related to European Partnerships. It will furthermore provide avenue for networking\, broadening engagement and sharing of experiences. \nObjectives: \n\nReview the state of play of implementation of the European Partnerships launched under the first Strategic Plan\, as well as a first look on the interim evaluation of Horizon Europe.\nPresent and discuss the enlargement of the partnerships portfolio under the second Strategic Plan.\nHave a first exchange of views with the community at large on European Partnerships in the next Framework Programme.\n\nOn the agenda there will be a mix of plenary and parallel sessions addressing a series of relevant issues. SUMMARY:Co-Designing Diamond Open Access Recommendations and Guidelines for Research Funders\, Sponsors\, and Donors
DESCRIPTION:Science Europe is organising a co-design process to develop Diamond Open Access recommendations and guidelines for research Funders\, Sponsors\, and Donors (FSDs). As diamond open access initiatives gather momentum\, this co-design process is a timely opportunity for FSD experts to come together and discuss how they can provide effective financial support for diamond open access. \nThis meeting will provide a briefing on the development of diamond open access developments in Europe and beyond\, discuss opportunities and challenges for FSDs\, and have a first exchange on co-designing recommendations and guidelines. Two or more workshops will be organised starting in early 2024. Draft recommendations and guidelines will be used to engage FSD leadership in the second half of 2024. Final recommendations and guidelines will be published in March 2025. \nRegistration is available through the ‘Registration’ link above. The co-design process is open to FSDs in Europe. Although Science Europe represents 41 public research funding and performing organisations in 30 countries\, this process is explicitly also open to non-Science Europe members. \nThis co-design process is focussed on research funding organisations.
