In a move towards the simplification of R&I grant implementation, the EC has introduced (among other measures) lump sum funding in Horizon Europe. While the original intention was to reduce administration and financial errors, the launch of the methodology was hampered by real-life circumstances. The energy crisis and the subsequent inflation in costs of living have shadowed the changes the EU Commission was planning to bring about, with some stakeholders casting doubts on the benefits of lump sum funding.
