– Focus on the 3% R&D target with national and regional roadmaps linked to FP10 and cohesion policy.
– Break silos and coordinate research and technology infrastructures as shared European assets.
– Establish an ERA Career Framework to end precariousness and make Europe attractive for talent.
– Balance open science with robust safeguards to make the ERA the world’s most trusted knowledge space.
Rooted in decades of connecting universities, polytechnics, industry, and regions, INESC calls for an ERA Act that couples competitiveness with widening and cohesion, turning science into productivity, resilience, and sovereignty for Europe.
