INESC Brussels HUB Summer Meeting 2023- Final Event Policy Report

Policy Report

A summary report capturing the key discussions, findings and follow-up actions from the INESC Brussels HUB’s 2026 Summer Meeting on European research infrastructure priorities.

Executive summary

The INESC Brussels HUB Summer Meeting 2023, “Knowledge valorisation: the role of research and technology infrastructures”, took place on 15 June 2023 at the Portuguese Permanent Representation in Brussels. It was co-organised with the Horizon Europe RITIFI (Research Infrastructure Technology Infrastructure for Impact) project. The meeting looked at how Research Infrastructures (RIs) and Technology Infrastructures (TIs) can work together to turn research into value for industry and society, and to support Europe’s strategic autonomy. After policy discussions and best-practice cases, four thematic groups (Microelectronics, Materials & Manufacturing, Biotechnology and Energy) identified the main challenges, the barriers, and how RIs and TIs can help overcome them.

Key takeaways

  • RIs and TIs are central to knowledge valorisation, and closer collaboration between them, and with industry, is key to turning research into market and societal impact.
  • Shortages of skills and talent were a barrier in every thematic area, which calls for joint training, mobility between infrastructures and industry, and better conditions to keep specialised staff.
  • Fragmented funding and short policy cycles weaken infrastructures, which need long-term, sustainable support rather than pressure to become self-sustaining too early.
  • Europe must regain its technological capacity in strategic areas such as microelectronics and clean energy to reduce dependencies and strengthen supply-chain resilience.
  • RIs and TIs can act as one-stop shops for industry, especially SMEs, by giving them access to facilities, data, expertise and networks, and by helping to reduce the risk of scaling up new technologies.
