AI SECRETT Working Paper- The triple transition and AI-Enhanced Creativity in the EU Transport and Mobility Sector

Policy Report

A summary report capturing the key discussions, findings and follow-up actions from the INESC Brussels HUB’s 2026 Summer Meeting on European research infrastructure priorities.

Executive summary

This working paper is an outcome of the EU-funded project AI-SECRETT where INESC TEC participated as a leading partner in the State of the Art Analysis of the triple transition in the seven vertical sectors, as described in the project, and the creativity potential of AI during those transitions. INESC TEC, as a partner of the project, drafted the vertical report of the transport and mobility sector and led the work of the partners for the rest of the sectors. Transport and mobility underpin the EU single market, and the sector is being reshaped by digital, green and social pressures all at once. This paper asks how AI, treated as publicly accountable infrastructure rather than a consumer tool, can strengthen the sector’s collective creativity across these three transitions. Digitalisation is moving ahead, but transport’s emissions are still rising and the sector faces severe workforce shortages and transport poverty. AI adds the most value as a shared infrastructure layer for energy integration, inclusive public transport and reskilling. Without more coherent governance, though, Europe risks a two-speed mobility system.

Key takeaways

  • The three transitions are closely linked but governed in separate policy silos.
  • The sector's main constraint is people, not technology: an ageing workforce, unfilled posts and poor working conditions.
  • The social side gets too little funding compared with technology development.
  • AI does most good as shared, publicly governed infrastructure, not as one-off tools.
  • Skills programmes should combine digital, green and social competences instead of treating each transition separately.
